The Interaction of Environmental Monitoring and Public Trust in the Republic of Uzbekistan

Strengthening environmental monitoring in Uzbekistan can be based on three additional elements: institutional reforms and specialized units, citizen participation and public oversight mechanisms, digital technologies, and the recording and processing of complaints. Based on an institutional and legal analysis of regulations, scientific literature on trust and the legitimacy of law enforcement, and open statistical data on environmental violations and waste, the article forecasts expected effects (management quality, scale prevention, savings/compensation for consequences) and risks (formalization, «digital mistrust», and incentive imbalances). The practical measures used in the article «The New Standard» include data traceability, end-to-end digital traceability of cases, reliable KPIs and response quality, balanced prevention and preventive measures, and an architecture for interaction between the state, business, and citizens in the «prevention-occurrence-response-recovery» chain.
